Seneca Coal Company <br />Seneca II —W Mine <br />SL-4 - Phase I Bond Release Request <br />November 2012 <br />County Road 53C (MEHR Road and Oil Well Access Road). <br />This road combination is Routt County Road (RCR 53C) and provides access to an existing oil <br />well. Routt County Road and Bridge Department has requested that it be retained and <br />configured to meet Routt County specifications. The request letter and affiliated information is <br />included in Appendix 20 -2.1 of the permit document. <br />The road is 1.62 miles (approximately 8,554 feet) in length and provides access from RCR 53 to <br />an existing oil well. The road has been reconfigured to an average 28 foot width with a gravel <br />surface. Within the permit document, Exhibit 20 -2, Post Mining Topography, shows the location <br />of this road and the As -built profiles and cross - sections for these roads are contained in Tab 13, <br />Facilities. The location of these roads is also shown on attached Exhibit B, Postmining <br />Topography Map. <br />Haul Road A <br />This road is needed for access to the mine owned property and shop facility and to provide the <br />Hayden Public Library access to the western portion of their property. This road will also <br />provide landowner access to individual properties, including mine owned property and the shop <br />facility that will remain as storage for agricultural and maintenance equipment during and <br />following final bond release. The landowner request letter is contained in Appendix 20 -2.1 of <br />the permit document. <br />The road is approximately 1.5 miles (approximately 7,950 feet) in length. The road was <br />regraded, topsoiled and seeded to create the new average 20 foot wide limited access road. The <br />originally constructed road ditches and culverts were left inplace. Within the permit document, <br />Exhibit 20 -2, Post Mining Topography, shows the location of this road and the As -built profiles <br />and cross - sections for these roads are contained in Tab 13, Facilities. The location of this road is <br />also shown on attached Exhibit B, Postmining Topography Map. <br />Haul Road J <br />Haulroad J is part of the larger Ridgeline Access Road complex (which has previously received <br />Phase I bond release) and only the road surface area of the Road J section remains for bond <br />release. The road was regraded to create an average 20 foot width according to approved <br />methods and standards. Within the permit document, Exhibit 20 -2, Post Mining Topography, <br />shows the location of this road and the As -built profiles and cross - sections for these roads are <br />shown on Exhibit 20 -3, Postmine road Profiles. The landowner request letter is contained in <br />Appendix 20 -2.1 of the permit document. The location of this road is also shown on attached <br />Exhibit B, Postmining Topography Map. <br />Haul Road K <br />Haulroad K is also part of the Ridgeline Access Road complex (which has previously received <br />Phase I bond release). A portion of Road K was reconfigured during the Pond 016/016A Slide <br />Remediation activities. The road was constructed to create an average 20 foot width according <br />to approved methods and standards. Within the permit document, Exhibit 20 -2, Post Mining <br />Topography, shows the location of this road and the As -built profiles and cross - sections for these <br />roads are shown on Exhibit 20 -3, Postmine road Profiles.
