Yoast Access Road — Narrowing of the road surface and blending the cut and fill areas with the <br />surrounding topography, and construction of roadside ditches tying into existing culverts and <br />drainages. The Yoast Access Road was a 60' wide haul road that has been approved for <br />permanent retention as a 20' wide access road. Topsoil was to be redistributed on the regraded <br />surfaces outside of the 20' roadway, and the topsoiled areas were to be reseeded. <br />At the extreme north end of the Yoast Access Road, a 6.25 acre area was disturbed in 1996 for a <br />dragline walking route and associated county road detour. This disturbance was to be regraded <br />to approximate original contour, topsoiled, and reseeded. <br />Dragline Deadhead Route —The approved reclamation plan for this area called for minor <br />regrading along the east /west legs of the route, and reconstruction of the drainage along the <br />north/south section of the route. Disturbance along the westward and eastward sections was <br />limited to minor grading in advance of the dragline without topsoil removal. These areas were to <br />then be regraded and seeded. The southward section of the route involved topsoil removal and <br />temporary lowering of the grade by approximately 10'. This area was to then be regraded, <br />topsoil replaced, and the area seeded. At the request of the landowner, a low -water crossing was <br />constructed across the drainage where a two track road crosses the drainage. <br />Light Use Road LU -1 — No reclamation was required for this road. LU -1 was permitted as a <br />light use road providing access to Pond 010 and approved for permanent retention as originally <br />constructed. <br />Pond 010 — No reclamation was required for this pond, as it has been permitted as a permanent <br />pond in its current configuration. <br />Light Use Road LU -2 — The approved reclamation plan called for narrowing of the road surface <br />to an average of 12' wide and blending of the cut and fill sections with the surrounding <br />topography. Topsoil was to be redistributed on the regraded surfaces in excess of the 12' <br />roadway, and the topsoiled areas reseeded. <br />YPM -13 Drainage — YPM -13 is an approved post- mining drainage channel. Design of the <br />channel, which was to be field fit, called for a trapezoidal channel with either erosion control <br />matting or rock rip rap lining and 3:1 (if rip rap) or 4:1 (if erosion control matting) side slopes. The <br />overall grade of YPM -13 was approved to be 25.8 %. <br />Topsoil Stockpiles A, C, and I —The topsoil in these stockpiles was to be redistributed on the <br />Haul Road A and B and Pond 010 disturbance areas. Since these areas were approved for <br />permanent retention, the topsoil in stockpiles A and C was not needed for reclamation. The <br />Page 5 of 27 <br />Yoast Mine SL -4 <br />
