The BU application requests approval of waste mine
tailings generated through the custom mill process into concrete blocks.
The Division determined that the initial BU application received on April 20, 2012 was not sufficient to
determine if the proposed use of waste mine tailings in concrete blocks met the requirements of Section
8, Recycling and Beneficial Use, of the Regulations Pertaining to Solid Waste Sites and Facilities, 6
CCR, 1007 -2, Part 1 (the Regulations). The Division issued a letter to SLV Minerals on May 2, 2012
requesting speciated radionuclide test results in order for the Division to make the beneficial use
determination.
On August 10, 2012, the Division received analytical test results for speciated Ra -226, Ra -228, natural
uranium and natural thorium. The results provided the levels of speciated radionuclides for two sources
of mine tailings: the(Gold Links Minend the Lucky Strike Mine. The analytical test results for the
Gold Links Mine indicate that the processed tailings meet the Division's unrestricted use levels for
beneficial use, but the analytical test results for the Lucky Strike Mine document levels of combined Ra-
226 and Ra228 that exceed the Division's criteria for unrestricted use. However, Mr. Wilkinson
informed the Division on September 13, 2012 that the Lucky Strike Mine is no longer a potential source
of mine tailings for SLV Minerals.
The Division conditionally approves of the beneficial use of the mine tailings processed through the
custom mill process. The Division's approval is based upon the following conditions:
