opinion of TCC that the present request contains sufficient documentation to <br />demonstrate that pollution will be controlled and that the species diversity <br />and woody plant density requirements of Section 4.15.8 would be best served <br />by elimination of the mulching requirement for the Fish Creek Tipple. <br />Considering the detrimental effects of utilizing an organic plant residue on <br />the revegetation effort, TCC requests that the proposed spoil stabilization <br />program be accepted by the Division as an approved technique for reclaiming <br />all lands disturbed as a result of mining activities. <br />Irrigation Plan <br />No irrigation is planned for the areas to be reclaimed as pastureland or, if <br />required because of disturbance, cropland. In no event will the <br />revegetation program of TCC rely upon a regular or sustained schedule of <br />irrigation for its success. <br />Pest and Weed Control Plan <br />Should outbreaks of insects become so severe as to endanger the successful <br />establishment of seeded vegetation on reclaimed areas, these pests will be <br />controlled using the methodologies suggested by the Colorado State <br />University Extension Service. Noxious plants will also be controlled using <br />recommended methodologies of the Colorado State University Extension <br />Service. If pesticides or herbicides are needed to control insect, rodent <br />or weed infestations on reclaimed areas, only those approved by State and <br />Federal governmental agencies responsible for evaluation and or distribution <br />of such agents will be utilized. <br />Determination of Revegetation Success <br />The Fish Creek Tipple /Loadout area was disturbed prior to regulations <br />requiring detailed premine vegetation inventories or topsoil salvaging. <br />Because of this, future reclamation at the Tipple can not be adequately <br />compared to designated reference areas. Revegetation success shall be <br />ascertained through a single comparison between the reclamation success <br />standard and data obtained from the revegetated area. The revegetation at <br />the Fish Creek Tipple will encompass about 20 acres. <br />2.05 -48 Revised 02/26/88 <br />
