' , f
tailing and waste rock areas, and , if necessary,
surface runoff from incompletely reclaimed
areas .
It is not possible to predict how long post-
mining water treatment might be required, on
either an environmental or regulatory basis .
12. Q. With so many long term post-mining cost and
maintenance items, when can the area properly be
considered reclaimed? Reclamation implies
maintenance- and cost-free .
A. While the amendments we have requested propose
some change in reclamation timing and scope , we
have not proposed any change in our long-term
reclamation goals. The definition of "proper
reclamation" is ultimately a question of law
that will have to be addressed by the Board , or
its successor agency, when we request the
release of our bonds.
H. Reclamation Plan - Section 10 .
1. Q. What is the current status of the alpine seed
mix development project?
A. Initial discussions regarding organization of
the alpine seed mix project included Climax
personnel , Drs. Wm. Berg and Robin Cuany of CSU,
and Dr . Bettie Willard of CSM. Additional input
was provided by personnel of the U. S. Forest
Service and the U. S. Soil Conservation Service
(Environmental Plant Center at Meeker) . As a
result of these discussions , potential species
and planting treatments were identified . Native
alpine and subalpine seeds were collected and
seeded into the treatment plots at elevations of
12, 000 feet and 12, 600 feet on topsoil , subsoil ,
waste rock, and , at an elevation of 11, 100 feet
on waste rock over tailing .
Two growing seasons of data are presently under
analysis at CSU. The U.S. Forest Service has
two additional seasons of data . Years of
research remain to prove the worthiness of
-13-
