McArdle : <br /> Enclosed is our response to your letter of October 30 , <br /> 1980 . We hope it adequate 7 addresses your concerns . <br /> Most of your questions in the original adequacy letter <br /> dated September 5, 1980 applied to conditions existing in the <br /> present permit and unaffected by anything proposed in the <br /> amendment application. In spite of this fact, we endeavored <br /> to supply answers to each of your questions to "enhance your <br /> understanding of our program" . <br /> Your follow-up letter of November 5 , 1980 also contains <br /> many questions pertaining to conditions as they exist under <br /> the present permit which are unaffected by anything proposed <br /> in the amendment. This time around , we have restricted our <br /> responses only to those questions which pertain to proposals <br /> in the amendment. Application for amendment clearly does not <br /> allow a re-analysis and scrutiny of conditions existing in <br /> the present permit. Rule 1 . 6 stipulates that a "life of the <br /> mine" permit is granted and Rule 1 .8, entitled Amendments , <br /> states that "no operator will be required to submit any <br /> information which duplicates applicable previous submittals" . <br /> The first question of your November 5, 1980 letter <br /> addresses this very topic by stating "Please list all changes <br /> in the mining and reclamation plans which heretofore have not <br /> been approved by the Board" . <br /> Our response is that the application for Amendment <br /> incorporates two fundamental changes ( additions) to the <br /> 13949 West Colfax Avenue, Bldg.
