Jim McArdle
October 30, 1980
Page 3
13. Climax expects to construct a new drainage system in and
around the completed tailings area. Will this drainage
system be capable of supporting a fishery? What is the
anticipated final design of this system? What will prevent
the new channel'(s) from cutting into the tailings?
14. Can wet meadows be created somewhere to replace those
lost?
15. Will a water table develop in the abandoned tailings? At what
depth - where?
16. Does Climax guarantee that certain water quality standards
will be met upon completion of mining? Will they be class
one standards?
We see no real commitment on this and feel it to be important.
It is our opinion that class one water quality standards must be
guaranteed for the protection of Dillon Reservoir and to main-
tain a respectable trout fishery in Ten Mile.
17. Of the total amount of water entering Ten Mile Creek (post
mining), what percent is surface water and what percent ground
water? Again. what are the ground water and surface water
patterns in the Ten Mile and Arkansas basins expected to be -
post mining?
18. On page 8-13, it is stated that post mining surface runoff water
from tailings, etc. is expected to be of comparable quality to
runoff from natural alpine terrain. What is the basis for this
remark? It may be conjecture.
19. How many miles of stream and acres of riparian habitat have
been lost to date?
20. What final reclamation is anticipated for the spill prevention dam?
Will it become just another tailings pond? or, will it be designed
for reservoir storage?
21. Ponds, reservoirs, etc. (i. e. , Glory Hole) are proposed or
implied to be part of final reclamation. Yet, we find no
commitment on the management and maintenance of these lakes.
Will they be used for mitigation of wildlife resources and habitat
lost? Will conservation pools be maintained? Will water within
these lakes be used to maintain minimum stream flows?
