Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was an aerial inspection of the Elk Creek Mine conducted by Harry Ranney and Brock Bowles of the <br /> Division of Reclamation Mining and Safety(DRMS). Aerial photographs were taken on October 30,2012 at <br /> approximately 11:00 am by Harry Ranney. Brock Bowles of DRMS reviewed the aerial photographs. Weather <br /> conditions were clear and sunny. Photographs were taken of the main facilities along the Elk Creek drainage and <br /> the coal refuse facilities located to the west including the West Valley Coal Refuse Pile. Ponds B, C, D, E and <br /> East Yard were visible in the photographs. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> There was a large amount of coal in the stockpile. Coal was being stacked on the stockpile and a <br /> bulldozer was pushing coal on the pile. There was no evidence of fugitive dust coming from the coal pile or on <br /> the surrounding landscape (photo 1). <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 Placement; Drainage Control; Surface <br /> Stabilization: <br /> No coal waste was stacked on the II West Coal Refuse Pile. A large berm was in place on the outside <br /> edge of the pile (photo 2). Black pipe was stacked alongside the access road to the coal refuse pile. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6, Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage —Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds C, E and East Yard were dry.
