October 16, 2012 C-1981-012/New Elk Mine LDS <br /> • Water was flowing through ditch D16 and culvert C161), into drop inlet 2. <br /> • The culverts to the south of the building remain something of a mystery,to be addressed during the mid- <br /> term permit review process. Specifically: <br /> o It was not clear whether C 12 still exists in its entirety. <br /> o Drop inlet 1 appeared to have been covered by a boot wash building, although the inlet was not <br /> visible inside the building (see photo 53). Also note that building is not shown on map 13-1. <br /> o An unidentified white PVC culvert ran from the west side of the building to the inlet to C 12 <br /> GENERAL MINE PLAN COMPLANCE: <br /> There are several inconsistencies between the maps in the permit and the reality on the ground. Some,but not <br /> necessarily all,have been mentioned elsewhere in this inspection report. These issues will be addressed in the mid- <br /> term permit review process. <br /> The cell phone tower pad is not currently permitted. It could be permitted as an SAE,but will need some overland <br /> flow control.A berm will be appropriate around most of the area,with maybe some straw bales to the east where <br /> there is a slope (see photos 17-18). The lower flat area would not need to be an SAE,but a berm should be built <br /> around the east side to ensure that all flow is diverted away from the undisturbed drainage to the east. <br /> PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> There was some water ponding on the NE side of the RDA which should be remedied by re-grading (see photo <br /> 16). Some small erosional gullies were evident on the lower face of the RDA,which should be monitored(see <br /> photo 24). At this time it is not clear whether the disturbance caused by repair efforts would be worthwhile. <br /> ROADS —Rule 4.03 <br /> Construction 4.03.l(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> The roads on the site are generally in good condition. However, several roads on the ground do not appear on the <br /> maps. These include: <br /> • The small light use road on the east side of the conveyor belt up the RDA. Maintenance of this road will <br /> be an ongoing challenge. <br /> • The road leading from the RDA to the cell phone tower. <br /> • The "zig-zag"road used to access the power poles on the south slope of the hill. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> Vegetation on the faces and terraces of the RDA looked very good (see photo 25). <br /> OFFSITE SUPPORT FACILIITES -Rule 4.04, 4.28: <br /> The Jansen Loadout was inspected on 10/18 (see photos 35 38).
