Ponds J and K were dry. <br /> Small Area Exemptions/Alternate Sediment Control Areas: <br /> - The Terror Creek vent shaft site sediment control (silt fence, straw bales, and rock filter)were maintained and <br /> functional. - Straw bales were in place and functioning well at the pump house facility. <br /> - Wattles along the small area exemption on the east side of the mine entrance were staked in place. <br /> - The sediment traps along the west end of the loadout were not holding water. <br /> - Straw wattles were in place and in good condition on the reclaimed Hubbard Creek vent shaft site. <br /> - Straw bales were in place near the old Bowie power plant. <br /> Culverts and ditches in the main facilities area were in good condition and well maintained. The operator had <br /> recently reconstructed ditch B32, on the east end of the coal stockpile bench. The ditch was appeared to be <br /> constructed as designed. Ditch F3 and the unnamed channel on the east end of the cover fill stockpile had also <br /> recently been reconstructed with rip rap lining. Both ditches were in excellent condition. The outlet of culvert <br /> B 17 needed to be cleaned out. Culvert B 17 is longer than originally designed,with the outlet daylighting on the <br /> west end of the substation rather than the east end as depicted on Map 21-1. The outlet location should be <br /> modified on future versions of this map. <br /> OTHER(SPECIFY): <br /> The annual Applicant Violator System site inspection(required under the Division's memorandum of <br /> understanding with the Office of Surface Mining)was conducted in conjunction with this complete inspection. <br /> Documentation of that inquiry is attached. <br /> PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11❑ Drainage Control; Surface <br /> Stabilization; Placement: <br /> Refuse was being placed on the west end of Gob Pile 42,between ditches F 12 and F 13; a compactor was <br /> running on the center area of Pile 42. The operator had not started excavation of the diversion ditch for the pile <br /> expansion approved in TR 72,but the proposed location had been surveyed and staked in. <br /> ROADS —Rule 4.0311 Construction 4.03.1(3)/4.03.2(3)11 Drainage 4.03.1(4)/4.03.2(4)11 Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and (6)11 Reclamation 4.03.1(7)/4.03.2(7): <br /> The Terror Creek access road was in good condition; surfacing and water bars were well maintained. <br /> Construction had been started on the road to Gob Pile 43. The grade and alignment of the road had been staked in, <br /> and earthmoving was underway. Silt fence had been installed downgradient of earthmoving activities. <br /> REVEGETATION—Rule 4.15❑ Vegetative Cover; Timing: <br /> Two gob vent boreholes that were reclaimed in 2011 were observed. The first,in Panel 6 was seeded <br /> without the use of mulch. The vegetation on the reclaimed pad was primarily weedy species -woolly mullein and <br /> Russian thistle -with very little grass emerging. The second,in Panel 7 was also seeded in 2011. One side of the <br /> pad was covered in straw mulch,the other covered with straw matting.
