Topsoil stripping depths at the refuse pile were 4 feet . The <br /> operator salvaged approximately one foot of "A" horizon and <br /> three feet of "B" horizon material from this area. Soil <br /> analysis indicates little difference between the two soil <br /> horizons , as plant growth media. Therefore, the Division <br /> finds that there is no need to store the A and B horizon <br /> materials separately. The operator is only required to handle <br /> these materials separately when "live handled" . Live handled <br /> topsoil is reapplied immediately after stripping. <br /> With the submission and approval of Technical Revision 20, the <br /> Division finds that there is adequate topsoil to complete the <br /> approved reclamation plan. This Technical Revision resulted <br /> in the termination of Stipulation 24 . <br /> V. Sealing of Drilled Holes and Underground Openings <br /> Drill holes from 1987 and 1988 exploration projects within the <br /> permit area have been filled and sealed, as described in the <br /> "Proposed Decision, Phase I Bond Release" Document dated <br /> September 15, 1990 . <br /> Detail of the five portal sealing plans can be found in <br /> Sections 4 . 07 . 3 and 2 . 05 . 4, page 8 R of the permit <br /> application. The mine portals will be sealed by constructing <br /> a concrete block wall as depicted on Figure 21, seen on page <br /> 2 . 05 . 4-9 . MSHA approved techniques and sealant will be <br /> applied on all five portal seals . Once the seals are in <br /> place, the entry between the seal and opening will be filled <br /> with overburden material in conjunction with subsequent <br /> backfilling activities . <br /> VI . Use of Explosives <br /> EFCI conducts occasional limited underground blasting <br /> activities only. No surface blasting is utilized or planned <br /> at the Southfield Mine . Storage and handling of explosives, <br /> and any underground blasting that occurs are conducted under <br /> the supervision of a qualified individual in compliance with <br /> applicable MSHA and the Bureau of Alcohol, Tobacco and <br /> Firearms requirements . <br /> Southfield Mine Permit Renewal 03 <br /> 47 <br />
