since 1980 has been an increase in mine water discharge. Most <br /> of the mine inflow is derived from the lst North Sump area <br /> from fractures and connections to overlying abandoned mine <br /> workings . The total amount of mine inflow has ranged from as <br /> high as 72 acre feet to as low as 9 . 8 acre feet per year. The <br /> total mine water discharge to Magpie Creek has ranged from a <br /> high of 26 . 7 acre feet in 1987 to a low of 0 acre feet in <br /> 2000 . Since all mine water is discharged through an NPDES <br /> approved discharge point, all effluent limitations are met <br /> before discharge . Therefore, the impact to the natural <br /> drainage has been considered to be negligible. <br /> Cumulative Hydrologic Impact Statement <br /> A Cumulative Hydrologic Impact Statement (CHIS) was completed for <br /> the Southfield Mine and considers the hydrologic impacts of all <br /> anticipated mining and reclamation activities in the area of the <br /> mine during the current permit term. This CHIS is available under <br /> separate cover in the files of the Division. <br /> Pursuant to Rule 2 . 07 . 6 (2) (c) and in consideration of the absence <br /> of demonstrated significant hydrologic impacts by anticipated <br /> mining and reclamation operations in the study area, either <br /> individually or cumulatively, the Division finds the proposed <br /> Southfield Mine operation to have been designed to prevent material <br /> damage to the hydrologic balance outside the proposed permit area. <br /> IV. Topsoil <br /> Topsoil resource information is contained in Section 2 . 04 .9 of <br /> the permit application. Topsoil handling information is in <br /> Sections 4 . 06 "Topsoil" , 2 . 05 . 3 "Operations Plan" and 2 . 05 . 4 <br /> "Reclamation Plan" . The location of the five topsoil piles on <br /> the mine site can be seen on Map No . 14, "Mine Soils Map" . <br /> There are four topsoil piles at the mine site that consist of <br /> topsoil salvaged during initial construction of the refuse <br /> area and one topsoil pile at the Newlin Creek Mine. There was <br /> no topsoil salvaged for the facility area since it had been <br /> disturbed from previous pre-law mining operations . There are <br /> no proposed operations that will require further topsoil <br /> stripping. <br /> Southfield Mine Permit Renewal 03 <br /> 46 <br />
