EXHIBIT "E" <br />RECLAMATION PLAN POST MINING USE RANGELAND (OPTION #1) <br />6.4.5 The Reclamation Plan for the Stonewall Springs Quarry Gravel Pit is as follows (Please <br />also see the attached Reclamation Plan map, Exhibit "F "): <br />(1) In preparing the Reclamation Plan: <br />The Reclamation Plan addresses the following items; final grading, which includes drainage, seeding, <br />soil amendments, topsoil replacement, soil stabilization, and seedbed preparation. Construction details <br />of the water storage reservoir's earthen embankment dams and zoned perimeter dam are not within the <br />scope of this document <br />(2) This Reclamation Plan shall include provision for, or satisfactory explanation of the <br />general requirements for the type of reclamation proposed: <br />(a) A description of the types of reclamation proposed to be achieved in the <br />reclamation of the affected land and why chosen, the amount of acreage accorded to each, and a <br />general discussion of the methods of reclamation as related to the mechanics of earthmoving: <br />The Operator /Applicant will reclaim this mine site back to Rangeland. Since this is a phased mining <br />operation, areas within the proposed permit boundary will be disturbed sequentially, followed by cell <br />reclamation throughout the Operation's life. <br />The Phase One mining affected land is approximately 9 acres cells will be seeded with the approved <br />seed mixture to a post mining use of Rangeland. However, the 50 -acre commercial concrete batch plant <br />and/or an asphalt hot mix plant area will not be reclaimed until this site is mined out. This 50 acre <br />reserved portion of land will be held undisturbed until a need for such facilities are required by market <br />demand. However, the additional 50 acres that is reserved, as a commercial concrete batch plant and /or <br />asphalt hot mix plant area in the future may never be affected in the future. If the 50 acres reserved for <br />the commercial concrete batch plant and/or asphalt hot mix plant is implemented the applicant/operator <br />will commit to submitting a Technical Revision to the Division of Reclamation, Mining and Safety, <br />before commencing with the construction of the plant area. <br />The Phase Two mining affected land is 120 acres and it will be mined in 12.0 acres cells, the cells will <br />be seeded with the approved seed mixture to a post mining use of Rangeland. The mining will proceed <br />the same way in each phase from Phase Two through Phase Three, Four, Five and Six. <br />OPTIONAL POST MINING USE AS A DEVELOPED WATER RESOURCE <br />If Option Two the Developed Water Resource facility is elected, an amendment will be submitted to <br />the Division of Reclamation, Mining and Safety the following will become pertinent, therefore for <br />continuity we will include it here. This data is specified to this site and was used in the permit <br />application M- 2008 -052, which was approved as a Developed Water Resource facility as post mining <br />use. <br />All other areas, with the exception of haul roads, will be reclaimed to Rangeland (RL). Haul roads will <br />remain at the request of the landowner to serve as access to. The detailed reclamation plan for these <br />areas is based on recommendations from the Natural Resource Conservation Service (NRCS) <br />Earth moving will consist of a number of significant activities. <br />
