The snow was melting and water was flowing <br /> eastward in the roadside ditches along the main Pit B access road toward Sed Pond 2. The water on the south and <br /> west side of the access road crossed the road just south of Sed Pond 2 at an Arizona Crossing. An Arizona <br /> Crossing, as explained by Mr.MacDonald,is a designed low spot in the main access road that allows water to <br /> cross over the road without the use of culverts (photo 3). The water was flowing in sheets(approximately 15 feet <br /> wide)over the road at a low velocity. The water was not concentrated into a gulley and no erosion was apparent. <br /> Water was flowing into Sed Pond 2 but no standing water was visible under the snow layer at the time of the <br /> inspection. There was a tiny amount of standing water in B-Pit. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and(6) Reclamation 4.03.1(7)/4.03.2(7): <br /> The roads were muddy due to the snow that fell the previous night but were well maintained and in good <br /> condition. <br /> REVEGETATION—Rule 4.15 Vegetative Cover;Timing: <br /> Mr.MacDonald explained that Area 25 was seeded on October 9,2012.
