October 23, 2012 C-1981-008/New Horizon Mine MLT <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br /> Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> • Backfilling of the final pit on the Morgan property was continuing; the pit is being filled <br /> from south to north. Overburden material was being hauled to this location by the mine's <br /> fleet of three haul trucks. The trucks backed up to the south end of the remaining pit and <br /> dumped their loads down the slope (Photo 1). A bulldozer then worked to push the material <br /> down into the pit. <br /> • I asked Mr. Gubka if the bulldozer was pushing and compacting the material all the way <br /> down into the pit, and he said no, the dozer was not going that far down. I reiterated the <br /> Division's concern that the lack of compactive effort being applied to the lower portions of <br /> the fill may contribute to future differential settlement of the reclaimed field. <br /> • Mr. Gubka said the dewatering pump was working to pump out the water displaced by the <br /> backfilled material, to keep the water level in the pit from rising. <br /> EXPLOSIVES —Rule 4.08 <br /> Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> • The drill rig was idled during the time of the inspection. The most recent blast, according to <br /> the mine's records, occurred on October 17, 2012. <br /> FISH and WILDLIFE—Rule 4.18: <br /> • A large number of Canada geese were gathered on the water and shoreline of Pond 007 <br /> (Photo 2). <br /> • A dozen or so ducks were seen on the shallow water in Pond 011. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> • The ground and surrounding area is extremely dry. The CCC Ditch has been shut off for the <br /> season, although a"pond run" to fill all of the stock ponds before winter is typically made in <br /> late November, and will likely take place this year. <br /> • Pond 007: WFC has recently pumped water from this pond to lower the volume for the <br /> winter. No discharge was occurring at the time of the inspection (Photo 3).
