Summary and Recommendations: <br />A total of 20,290 acres have been surveyed for the Colowyo Mine and the proposed Collom <br />extension. One hundred and twenty four sites (124) have been recorded, as well as, a niunber of <br />isolated finds. The isolated finds are considered not eligible for nomination to the national <br />Register. The site total is comprised of 74 prehistoric sites (includes 4 cairn sites age unknown), <br />43 historic period sites, and 7 multicomponent sites. As noted in the Mariah 2006 report: <br />"The prehistoric component data base (incorporating the seven prehistoric components <br />from the seven multicomponent sites) consists of 49 lithic scatters, 22 open camps, nine <br />cairns (possible Traditional Cultural Properties), and one bison kill site. The historic <br />component database (incorporating the seven historic components from the seven <br />multicomponent sites) consists of 23 homesteads /habitation and similar locales, 15 trash <br />scatters, five cairns, four rock piles, one portable historic structure, one stone bridge, and <br />one rock inscription. <br />OSM is in agreement with the pervious eligibility findings and the proposed eligibility <br />recommendation presented in the Mariah 2006 report. <br />_____ As previously_noted five sites have been recommended as eligible for nomination to the National <br />Register while 14 remain unevaluated needing more information prior to an eligibility <br />recommendation being made (Attachments 6 and 7). Based on current mining plans these sites <br />will not be disturbed by mining or related activities. Avoidance of these sites will be stipulated <br />on the Colorado's Surface Mining Control and Reclamation Act mining permit issued by <br />Colorado Division of Reclamation Mining and Safety (CDRMS). This stipulation and others will <br />be carried forth to the Federal Mine Plan recommendation that OSM makes to the Assistant <br />Secretary - Land and Minerals Management under the Mineral leasing Act. <br />Should mining plans change and these sites may be impacted by mining operations additional <br />consultations on eligibility and for impact analysis will be undertaken. Participation by area <br />tribes will be sought. As part of the PAP the company submitted a proposed treatment /data <br />recovery plan (Attachment 8) for four sites in the proposed Colowyo Collom Mine expansion <br />area. Sites 5MF969, 5MF3996, 5MF4003, and 5MF6089 are prehistoric sites that are considered <br />eligible under criteria "D" for nomination to the National Register. Another site (5MF4008) that <br />has been determined eligible is the Deno Avgares Ranch it also will be avoided. If these sites <br />cannot be avoided a "Section 106 Memorandum of Agreement" will be developed using the <br />proposed treatment plan as a base. Additionally, should unsurveyed areas be needed for mine <br />operations the lands will be subject to Class III level inventory, well in advance of mining, with <br />additional cultural resource consultations undertaken. <br />riirr ' 0 <br />
