(3) Identification of Other Agencies' Environmental Protection Measures and <br />Monitoring Requirements. <br />Cotter has taken into consideration the following environmental protection measures: <br />• The Colorado Historical Society was contacted during the amendment application <br />process and a file search was completed. Adequate surveying of the area was <br />conducted by La Plata Archeological Consultants in July of 1996 (Cotter has this <br />report on file and can provide it to DRMS upon request). <br />• There are minimal water issues at the SR -13A Mine. It is not anticipated that <br />there will be any effect on surface water or groundwater near or at the mining area, <br />and there is no anticipated water discharge from the mine; therefore no discharge <br />permit with the Colorado Division of Water Resources or the CDPHE, Water <br />Quality Control Division, will be necessary. <br />• Cotter will apply for an air emissions permit from the CDPHE for fugitive dust <br />during mining and ore transport if it is determined that this is required. <br />• Cotter will inform the DOE of changes to the mining plan. This will include <br />obtaining DOE approval for the proposed ventilation hole sites. <br />• The area of the SR -13A Mine is zoned "agriculture" by the San Miguel County. <br />Cotter has a conditional use permit issued by the San Miguel County <br />Commissioner's Office. <br />• Socioeconomic impacts to the local communities will be positive but limited due <br />to the limited number of employees required at the mine. <br />• Cotter will strictly adhere to all MSHA applicable regulations. <br />(4) Other Permits and Licenses <br />For a full list of Cotter's permits and licenses see Exhibit F - Other Permits and Licenses. <br />(5) Designated Chemical(s) Evaluation <br />No designated chemicals will be used in extractive metallurgical processes onsite. All <br />ore will be transported offsite for processing. <br />Uranium ore and waste rock are not designated chemicals nor do they generate <br />designated chemicals. They are regarded under Hard Rock Rule 1.1 (1) as potentially <br />Acid and Toxic Producing Materials, and are addressed below in section (6). <br />O'Connor Design Group Inc. T - 5 <br />
