Cotter Corporation is submitting an Environmental Protection Plan for the SR -13A Mine, <br />Permit No. M- 1977 -311 to comply with the Division of Reclamation, Mining and Safety <br />(DRMS) rules and regulations. <br />(1) Introduction <br />Exhibit T <br />Environmental Protection Plan <br />SR -13A Mine Permit Amendment <br />M- 1977 -311 <br />The two surface areas determined to have the possibility to impact the surrounding <br />environment by exposing potentially toxic or acid - forming materials are: <br />A. Waste Rock Pile: Stormwater runoff from the waste pile could potentially <br />liberate radium, uranium and other metals resulting in impacts to groundwater <br />and/or surface water. A Synthetic Precipitation Leaching Procedure (SPLP) test <br />was conducted on representative waste rock samples to determine the waste <br />rock's potential for leaching metals and radionuclides; results are discussed below <br />in this exhibit. <br />B. Ore Stockpile: To ensure that temporary stockpiles of ore will not adversely <br />impact surface water or soil quality, the ore pad will be constructed using <br />low - permeable compacted clay from a nearby source, and be limited to a 0.25 <br />acre area. Any runon will be diverted around the ore pad and any runoff from <br />the pad will be contained onsite. Ore is not expected to have any adverse effect <br />on groundwater due to: <br />(2) Maps <br />a. Limited exposure time the ore is left on the pad, <br />b. Limited precipitation in the area combined with a clay liner <br />underlying the pad, and <br />c. Low permeability and limited downward mobility through the <br />underlying strata. <br />Maps showing the locations of ore and waste rock stockpiles as well as other affected <br />lands can be found in Exhibit E, Figure E4 - Maps. Maps showing all stormwater <br />diversion structures can be found in Appendix II - Drainage Design Plan.
