E.3.2 Water Quality and Hydrology <br />Cotter Corporation will comply with applicable federal and Colorado water laws and <br />regulations as to water rights and water quality. (See Exhibit G) <br />E.3.3 Wildlife <br />The mining and reclamation plans will take into consideration the safety and protection <br />of wildlife on the mine site and access roads. Cotter has contacted the Colorado Parks <br />and Wildlife (CPW), BLM and the DOE concerning the protection, rehabilitation and <br />improvement of wildlife habitat. <br />E.3.4 Top Soiling <br />Topsoil has been removed and stockpiled in a topsoil storage area separate from other <br />storage areas. Vegetation cover has been employed to preserve topsoil from wind and <br />water erosion and to insure that it remains in a useable condition for reclamation. <br />Woody vegetation present at the site was removed and put to a beneficial use as directed <br />by the BLM. <br />The topsoil stockpile is located away from ongoing mining operations (See Figures D.5 -1 <br />to D.5 -11) and graded to minimize erosion. <br />The topsoil will be replaced as evenly as possible and soil amendments will be added if <br />soil testing indicates a need. Piled vegetation will be handled in accordance with <br />suggestions from the BLM and CPW. <br />E.3.4 Re- vegetation <br />The land will be re- vegetated to establish a diverse, effective, and long lasting vegetative <br />cover that can regenerate and is equal in extent of cover to the natural vegetation of the <br />surrounding undisturbed area. Both native and introduced species will be used in re- <br />vegetation. <br />The slopes proposed for reclaimed land will be commensurate with the proposed land <br />use. <br />Techniques of site preparation and protection will be implemented as necessary with <br />methods of weed control employed as necessary and practical to prevent the spreading of <br />prohibited noxious weed species. If necessary fire lanes or access roads for planting <br />crews will be constructed through areas to be reclaimed. Erosion control practices will <br />be applied to areas in use and thus not ready for reclamation planting practices. <br />E -2 <br />
