E.1 Reclaimed Land Use <br />Exhibit E <br />Reclamation Plan <br />JD -7 Mine Permit Amendment <br />M- 1979 -094HR <br />Cotter Corporation will restore the affected land in accordance with the Mined Land <br />Reclamation Board's reclamation performance standards and the Department of Energy's <br />(DOE) lease requirements. The land will be reclaimed for range and wildlife habitat. <br />The open pit will be backfilled and re- graded to insure slopes of approximately 2:1. The <br />flat to gently sloping areas (4:1 slopes or less), will be reclaimed to rangeland and <br />wildlife habitat (see Exhibit F). The rangeland habitat was chosen to meet the Bureau of <br />Land Management's (BLM) request to increase the grazing land available in the area and <br />to accommodate the DOE's directive to return the land as closely as possible to the pre - <br />mining land use. <br />E.2 Pre and Post Mining Land Use <br />This area of Montrose County is zoned agricultural -open. The current land use is <br />predominantly mining and grazing. The proposed post mining land use of rangeland and <br />wildlife habitat will improve forage and habitat for domestic and wildlife. <br />E.3 Compliance with Reclamation Performance Standards <br />E.3.1 Grading <br />Grading will be conducted to create final contours that blend with the surrounding <br />topography which is appropriate to the reclamation plan and the final land use. Pit <br />backfilling will be performed using overburden and will be compacted to approximately <br />90% of the original bulk density by the weight of earthmoving equipment and the effects <br />of natural settling. <br />The grading will be done to control the erosion and siltation and to protect the surface <br />from slides or other damage. Backfilling and grading will be continuous with the mining <br />process. (See Exhibit D for timetable). <br />No acid - forming or toxic producing materials are anticipated during the life of the mine. <br />If any are encountered they will be handled in accordance with applicable state and <br />federal regulations to protect the local drainage system. <br />Maximum slopes and slope combinations will be compatible with the existing <br />surrounding topography. No permanent ponds or lakes are included as part of the <br />reclamation plan. <br />E -1 <br />
