On revised page 2.05 -24, there is a discussion concerning sediment control at <br />drill pads. However, there do not appear to be Sedcad designs showing that the <br />sediment control structures will function properly. Please provide such Sedcad <br />designs or show where in the permit these designs can be found. Also, <br />please reference the location of the designs in the text. <br />MCM: Please see new silt fence design shown in Appendix M beginning on page 111, <br />which is a summary of the SedCad design, presented in a tabular format. Please <br />see revised page 2.05 -23. <br />48. Please state in an appropriate permit text section if the sediment pond is a <br />class A, B or C structure, as defined in Technical Release No. 60, "Earth <br />Dams and Reservoirs ". <br />MCM: Please see revised page 2.05 -21. <br />Rule 2.05.3(5) Operation Plan — Permit Area- Topsoil <br />49. MCM is proposing to strip all topsoil to an average depth of 20 inches in advance <br />of disturbance and stockpile it as shown on Table 1 in Appendix T. In reference <br />to McClane Canyon Mine Reclamation Plan on page 2.05 -39, halfway down the <br />page, it mentions during contemporaneous reclamation efforts that both topsoil <br />and cover material are to be temporarily stockpiled to the south of the coal mine <br />waste pile. According to Rule 2.05.3(5), a map of any proposed storage <br />structures shall accompany the narrative. Please amend Figure 2.2 -2 to show <br />where these temporary top soil and cover materials will be temporarily <br />stored. <br />MCM: No longer applicable, no new surface expansion proposed. <br />50. The fifth paragraph on page 2.05 -26 states that the proposed topsoil stockpile <br />will have a maximum vertical height of 50 feet, with side slopes constructed at <br />2.5h:1 v. However, Figure 2.2 -2 shows 2.0h:1 v for the side slopes. Please <br />review and revise as necessary for consistency. <br />MCM: Please see revised page 2.05 -25. Specifications for the topsoil pile revert back <br />to the approved permit document. <br />
