After reading the report, it appears there may have been <br /> some miscommunication as to the Division's course of action <br /> regarding the topsoil borrow area next to the old refuse pile. <br /> The following information is offered for your consideration. <br /> Page two of OSM's inspection report includes a discussion of our <br /> inspection of the topsoil borrow area adjacent to the old refuse <br /> pile. In regard to the Field Minor Revision which had been issued <br /> during a previous inspection, the OSM report correctly indicates <br /> that the work performed by the operator was in compliance with the <br /> plans in that MR. The OSM report continues to say, "He (Mr. <br /> Routten) was then asked to modify the 'Field Revision' to more <br /> adequately address the standing water. Again he declined. " <br /> I would like to point out that, upon the operator's request and <br /> after reviewing the ground conditions during our inspection, I did <br /> agree to issue a new field MR in order to further improve the <br /> drainage at the toe of the topsoil borrow area. The second minor <br /> revision (number 39) permitted the salvage of additional fill <br /> material to be used to further enhance positive drainage from the <br /> topsoil borrow area. I wrote the MR in the field and hand <br /> delivered it to Diane Delaney (the operator representative) during <br /> the inspection. As I recall, both you and Mr. Wright were present <br /> at the time. A copy of the MR and the page from my inspection <br /> report discussing the MR are enclosed for your reference. <br />
