Current Practice
Current construction of the pile follows Geo-Hydro's recommendations. There is a
distinction made between the final slopes, which have been built at 2(H):1(V) and
compacted, as opposed to the temporary slopes, where on-going activity makes such
construction procedures impractical.
The direction of construction of the pile is generally south, toward the upslope of the
hillside. The final slopes extend along the north side, paralleled by the drainage ditch.
In construction of the pile, Mid-Continent agrees that temporary slopes should be
constructed so as to prevent ponding on the pile. Future placement of refuse, and
subsequent grading, will allow for drainage toward the south side, then down to the
pond(s). Drainage conveyances for the temporary slopes of the pile will be,
themselves, temporary so as to be sized and routed
Mid-Continent notes that drainage from the temporary slopes has not been previously
dealt with as a permitting matter. Recommendations for a 2:1 slope, with compaction,
were made as a consideration for stability of the final slopes, and do not properly apply
to the temporary slopes.
3
