Box 158
Carbondale, Colorado 81623
RE: State sample results — Discharge 010
Mid—Continent Resources, Inc. — Coal Basin Mines
CDPS NO: CO-0000396
Pitkin County
Dear Mr. Bowman:
Results of state sampling of May 3, 1984 indicate the following levels of
pollutants at discharge point 010:
Parameter Sample Result at 010
Total Suspended Solids, mg/l 1,220
Total Iron, mg/1 280
Settleable Solids, mg/1 730
The permit for this facility was amended on September 6, 1983 to include the
federal coal guidelines (BAT) . Under the terms of the amended permit effluent
limits r:ay vary depending on whether conditions during the discharge episode
are "wet" or "dry" . If dry, the limits for TSS and iron are applied; if wet,
(and less than a 10 year-24 hour event has occurred) then the settleable
solids limit may apply in lieu of TSS and iron. During the inspection of May
3, 1984, our field representative described snowmelt and heavy runoff, i.e.
wet conditions, making you eligible for the settleable solids limit. (See
page 3, Part I.A.2. of your permit. )
Please respond to the following items within five (5) days of receipt of this
letter:
• indicate whether or not you claim the "wet" condition limitations
(Part I.A.2.b.) apply at 010 for the date in gc:estion;
• if "wet" conditions limits are applicable submit all supporting
precipitation information to show the discharge was caused by a
precipation event;
4210 EAST 11TH AVENUE DENVER,COLORADO 80220 PHONE (303) 320-8333
