October 2, 2012 C-1981-008/New Horizon Mine MLT <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 1 Page 3 of 11 <br /> <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The water level in Ponds 007 and 013 appeared to be high enough for discharge to be <br />occurring. <br /> Pond 008 held water, but the Division is unable to determine whether discharge was <br />occurring. <br /> Pond 011 had some water ponding at its western end. <br /> Ponds 009, 012 and 015 were dry. <br /> A dewatering pump was stationed next to the pool of pit water on the Morgan property. <br />Flexible hoses connect the pump to the elevated water tank. <br /> <br />GENERAL MINE PLAN COMPLANCE: <br /> The mine’s shovel was inactive at the time of the inspection. The drill rig, also inactive, was <br />stationed ahead of the active pit on an area from which topsoil and Bench 1 overburden had <br />been already removed. <br /> Mining operations continue to move westward on the WFC (formerly Johnson) parcel <br />located in the northwest corner of the permit area. Coal extraction activities have progressed <br />to approximately Cut 101, as shown on Map 2.05.2-1 of the permit. <br /> A front-end loader was being used to load coal from two small stockpiles into highway haul <br />trucks for delivery to the power plant. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> Approximately nine localized areas of depression, of various sizes, have developed in the <br />Benson-East Irrigated Pasture located northeast of the BB / 2700 Road intersection. <br /> On the Benson-West parcel, a series of furrows appear to have been cut into the portion of <br />the field that will be irrigated during the liability period. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> Irrigation of the reclaimed lands appears to have been nearly concluded for the year. Only <br />one side-roll sprinkler, on the WFC field southeast of the BB/2700 Road intersection, was in <br />operation at the time of the inspection. <br /> <br />SPECIAL CATEGORIES OF MINING – Rules 4.22 through 4.27: <br />Prime Farmlands - 4.25
