October 4, 2012 C-1981-010/Trapper Mine JLE <br /> steep sections of the re-established drainages such as observed in East Pyeatt, Oak and the northern portion of the <br /> drainage to the West Flume 41 pond,these practices have not proven to stabilize the drainages over the long term. <br /> The Coal Rules and Regulations indicate that diversions or collection drains used to transport water into a water- <br /> treatment facility and ephemeral streams that drain a watershed of less than one square mile above a diversion <br /> must"Be designed, located, constructed,maintained and used to minimize adverse impacts to the hydrologic <br /> balance and to be stable;" (Rule 4.05.3(1)(e)). After consideration,it appears East Pyeatt, Oak and the northern <br /> portion of the drainage to the West Flume 41 pond will need to be evaluated and an engineered design will need to <br /> be submitted to demonstrate how these channels will be stabilized in the future. Future re-established drainages <br /> may also need to be included and a design submitted to the Division. For example,the drainage in F-Pit that <br /> Trapper is currently constructing may need a detailed design to help prevent future instability issues. An <br /> additional adequacy review letter for the permit renewal (RN6)will be sent to Trapper and this issue will need to <br /> be addressed. <br /> GENERAL MINE PLAN COMPLANCE: <br /> The Molly Brown Dragline is working in the K-Dip pit and the Baby Doe was working in the K-Strike pit. The <br /> Queen Anne was down for maintenance. <br /> REVEGETATION—Rule 4.15; Vegetative Cover; Timing: <br /> Parcel K-A-I1 primarily consists of penny cress and Russian thistle. Grass has begun to germinate in some of the <br /> small rills throughout the parcel. Four wing salt brush is the primaiv shrub species that has begun to establish <br /> within this parcel. The upper face of the Horse Gulch Fill contained in parcel K-A-I1 has vein sparse vegetation <br /> established. <br /> Parcel Z-A-08 has a large amount of cheatgrass established as well as tumble mustard throughout the parcel. A <br /> Patch of thistle was noted within this parcel and its location marked with a Trimble YUMA GPS unit. An <br /> enclosed map depicts the location of this thistle patch. This area will need to be monitored during the next <br /> growing season and treated with the proper weed control methods. <br /> Parcel Z-A-07 has vein good perennial vegetation established. Veit/few weeds were observed within this parcel; <br /> however it is fairIv late in the season. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The East Panel Ready Line was observed and no problems were noted. <br /> The Facilities area was observed and no problems were noted. <br /> SIGNS AND MARKERS —Rule 4.02: <br /> The mine entrance sign from Highway 13 was observed,it contained the required information. <br /> The permit boundaiv was observed in several locations throughout the site. The boundaiv is marked with metal <br /> posts with a PVC pipe attached to the top of the posts with the letter"P"painted on the pipes. <br /> TOPSOIL—Rule 4.06; Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 5 of 10 <br />
