Mineral Joe Mine Environmental Protection Plan 4
The coordinate system for digital base maps of the site is State Plane Colorado South (COS) NAD27 feet.
In the EPP, coordinates for site facilities may be reported in State Plane or Latitude/Longitude.
3. OTHER PERMITS AND LICENSES, INCLUDING ENVIRONMENTAL
PROTECTION AND MONITORING REQUIREMENTS
Rule 6.4.21(3) requires a listing of other agencies' environmental protection measures and monitoring, and
identification of which environmental protection measures and monitoring are required by statute,
regulation, or permit by other agencies or jurisdictions.
Rule 6.4.21(4) requires a listing of any air quality, water quality, solid and hazardous waste, and other
federal, state permits or local licenses, or other formal authorizations which the Operator /Applicant holds
or will be seeking applicable to the use, handling, storage, or disposal of designated chemicals and acid
mine drainage - forming materials within the permit area. The Mineral Joe Mine has the following permits:
• Blasting permit,
• Septic permit,
• Stormwater discharge permit from CDPHE
• The Mineral Joe mine site is zoned agricultural, therefore, Cotter has a conditional use permit
(CUP) issued by the Montrose County Commissioners' Office.
Copies of these permits are on file at Cotter's Western Slope office at 28151 DD Road in Nucla, Colorado.
It should be noted that permitting requirements change frequently. If and when additional permits are
required, the Mineral Joe Mine will obtain the additional permits and comply with applicable permit
requirements.
4. FACILITIES EVALUATION
Rule 6.4.21(7) lists the requirements for a Facilities Evaluation. "Environmental Protection Plan Facilities"
are those facilities that will retain, either temporarily or permanently, designated chemicals, acid mine
drainage locations, toxic or acid - forming materials, and associated by- products or sludges. The mine
facilities that would be considered Environmental Protection Plan Facilities at the Mineral Joe Mine are:
1. The existing waste rock pile; and
2. The ore transfer pad.
These Environmental Protection Plan Facilities are listed in Table 2 and the locations are shown in Map 2.
The geochemical characteristics of the waste rock pile are described in the Section 5.3 of this EPP. No
metallurgical processing will occur on site that would alter the natural character of these materials.
Weathering processes that might alter the natural character of these materials are evaluated in Section 5.3.3.
Monitoring of these Environmental Protection Facilities is described in Section 9.5. In addition,
stormwater Best Management Practices (BMPs) will be routinely monitored and maintained as described in
Attachment 3.
Table 2.
