Mineral Joe Mine Environmental Protection Plan 3
1.3 Site History
Mining began at the Mineral Joe Mine in the 1950's. In 1977, Kelmine Corporation was granted permit
number M- 1977 -284 for the Mineral Joe Mine to extract less than 70,000 tons annually of minerals and
waste rock, over a total disturbed surface acreage of 9.5 acres. The Mineral Joe Mine shares a common
portal, known as the Duggan Adit, with the JD -6 Mine which is permitted separately under permit number
M- 1977 -310. The mine permit was transferred to Cotter in 1993, and Cotter has undertaken all
development, maintenance, and permitting activities since that time.
1.4 Current and Future Activities
The Mineral Joe Mine facilities include a primary adit known as the Duggan Adit, an external waste rock
pile, a vent hole, a shop, and an emergency egress portal (Number 2 Adit) as shown on Map 1. The
affected area associated with the emergency egress adit has been reduced in the current mine plan
amendment, due to reclamation and revegetation of the area. The revised acreages are shown in Table 1.
Table 1. All ore -grade material will be trucked offsite
for processing and no tailings or metallurgical processing wastes will be generated or stored on the Mineral
Joe Mine site.
After mining is complete, the Mineral Joe Mine site will be reclaimed per the mine reclamation plan which
is provided as Exhibit E to the Mine Plan Amendment Application.
2. MAPS
Rule 6.4.21(2) requires the Operator to identify in the EPP on maps, sketches, and plans, the locations
where designated chemicals and toxic or acid - forming materials may be used, stored, handled, exposed,
disturbed or disposed of within the permit area, and existing or potential sources of acid mine drainage.
The following maps are provided in Attachment 1:
• Map 1 — Map Showing Lease Boundaries, Mine Permit Area, and Mine Facilities
• Map 2 — Environmental Protection Facilities
• Map 3 — Water Courses, Wells, Springs, and Reservoirs within Two Miles
• Map 4 — Soil Types in the Vicinity of the JD -6 Mine
In addition, regional and local geologic maps are provided in Section 9.
4148B.120927 Whetstone Associates •
