Timing for the placement of seed will be directly following placement of the soil cover
material, prior to the cover material forming a hard crust. Preferably this will be in either
the spring or fall, but experience indicates that getting the seed on the soil cover material
soon after placement of the soil cover material is more important than the time of year the
seed is placed to the success of the seeding effort. Since this mine waste dump is
adjacent to the JD -6 mine waste dump affected area, it is recommended to use the same
seed mix as will be used for the JD -6 mine area. A copy of the current DOE seed mix is
attached in this Exhibit.
Mineral Joe 12 Shaft access road
At the Mineral Joe 12 shaft all surface structures will be removed. The shaft will be
plugged using either polyurethane foam with a thickness of 10 feet, or concrete with a
thickness of 3 feet, placed far enough down the hole that a minimum of several feet of
mine waste and one foot of soil cover can be placed on top of this plug. This cover
material will be slightly mounded so that after natural compaction, there will not be a
depression remaining to collect any surface water. This area will then be scarified and
seeded.
The access roads will be scarified and seeded.
Escapeway Portal
The escapeway portal will be backfilled with waste materials (from the surrounding pre -
law Mineral Joe 2 dump) to a depth where competent rock is encountered (approximately
50 -100 feet), and graded to match the surrounding topography.
Cotter proposes using the following seed mixture which has been quite successful in
previous reclamation efforts in the immediate vicinity of the Mineral Joe permit area, and
is proposed for use at the nearby JD -6 mine permit areas.
URANIUM LEASING SITES
Reseeding Specifications
The following seed mixture was developed, in consultation with U.S. Bureau of Land
Management, and is generally approved for use within the Slick Rock, Naturita, Uravan,
and Gateway, Colorado, areas. Seed selection criteria were based on climate and
elevation ranges within these areas. Recognizing that surface soil conditions, nutrients,
and available moisture can vary within these areas, successful establishment of six or
more of the twelve species is considered adequate. If the total number of species seeded
is less than that specified below, the seeding rates for the individual species must be
adjusted accordingly. All seed tags must be submitted to DOE for verification prior to
the seeding application.
