Exhibit D <br />Reclamation Plan <br />Mineral Joe Mine Permit Amendment <br />M- 1977 -284 <br />Cotter Corporation will restore the affected areas in accordance primarily with DRMS <br />requirements. The land will be reclaimed for range and wildlife habitat to return the land <br />as closely as possible to the pre- mining land use. <br />This area of Montrose County is zoned agricultural -open. The current land use is <br />predominantly mining and grazing, as is the majority of the land in the near vicinity of <br />the mine site. The proposed post- mining land use for range and wildlife habitat should <br />improve forage and habitat for both wildlife and stock. <br />Mine Waste and Portal Area <br />The reclamation plan for the mine waste and portal area is to remove the dry trailer that is <br />located near the portal area, re- contour the upper portion of the waste dump to a 3:1 slope <br />using a D -6 dozer or equivalent. The eastern side of the lower portion of the waste dump <br />will be graded to a 2:1 slope by using a Cat 315 excavator or equivalent to move the <br />material near the crest back toward the center of the waste dump to achieve a 2:1 final <br />slope, and minimize the waste material moving into the drainage on the eastern side of <br />the mine waste dump. The remaining sides of this mine waste area will be re- contoured <br />to a 2H:1V slope using a D -6 dozer or equivalent, which will allow it to more readily <br />blend in with the surrounding topography. <br />The mine portal will be backfilled with material immediately below the ore pad area and <br />other mine waste material to a depth where competent ground is encountered, and then <br />mine waste will be graded into the hillside around the portal area. Once re- contouring of <br />portions of the mine waste dump is complete, the previously stockpiled soil cover <br />material will be spread out to lightly cover the mine waste material prior to seeding. This <br />approach has been used at quite a few previously reclaimed DOE /Cotter reclamation <br />efforts, and has proven to be very effective with this type of mine waste material when <br />available soil is limited, as is the case here. <br />At this time it is anticipated that the east facing slope of the lower mine waste dump will <br />be pocked using a Cat 315 excavator, or equivalent, following placement of soil cover <br />material. The east facing slope will be pocked in an effort to enhance the moisture <br />retention potential, and hence the re- vegetation potential of this portion of the mine waste <br />dump. Experience in the immediate vicinity indicates that pocking the side of the waste <br />dump, or some equivalent roughening of the slope, will provide a more sustainable re- <br />vegetation effort. <br />Once the re- contouring is completed the stockpiled soil cover material from this area will <br />be spread over the recontoured waste material. The depth of this soil cover material is <br />anticipated to be 1 " -3 ", but will be dependant on the amount of silt material salvaged <br />from the catchment pond prior to reclamation. <br />D -1 <br />
