PART I
Page No. 11
Permit No. COG-850000
B. EFFLUENT LIIKITATIONS AND MONTl'ORING REQUQtEMENTS
3. Monitorin¢ Requirements !continued)
•
Oil and Grease - In the event that an oil sheen or floating oil is observed, a grab sample shall be collected, analyzed,
and reported on the appropriate DMR. In addition, corrective action shall be taken immediately to mitigate the
dischazge of oil and grease. A description of the corrective action taken should be included with the DMR
Total Dissolved Solids (TDS) monitoring is required only for discharges to the Colorado River Basin. See specific
facility certification rationale to deterrine whether TDS monitoring is required.
Total phosphorus monitoring is required only for discharges to the Dillon Reservoir drainage area (i.e., Ten Mile
Creek, Snake River, Blue River, and all ocher tributaries to the Dillon Reservoir) and for discharges to the Upper Beaz
Creek drainage area. See specific facility certification rationale to determine whether phosphorus monitoring is required.
C. DEFINITIONS OF TERMS
1. "Comitinous" measurement, is a measurement obtained from an aumrnatic recording device which continually measures
provides measurements.
2. 'Daily Maximum limitation" means the limitation for this parameter shall be applied as an instantaneous maximum (or,
for pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical resat[ of any
individual sample. DMRs shall include the maximum (and/or minimum) of all instantaneous values within the calendar
month. Any instantaneous value beyond the noted daily maximum limitation for the indicated parameter shall be
considered a violation of this permit.
3. "Grab" sample, is a single "dip and take" sample so as to be reptuentative of the parameter being monitored.
4. 'In-siru' meastuemen[ is defined as a single trading, observazion or measurement taken in the field at the point of •
discharge.
5. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing
monitoring facilities.
6. "New source" is generally defined as a coal mine (or major al[eration to a coal mine) the construMion of which
commenced after May 4, 1984. See 40 CFR 434.11(j) for the complete definition.
7. "Quarterly measuremen[ frequency" means samples may be collected az any time during the calendar quarter if a
continual discharge occurs. If the discharge is intermittent, then samples shall be collected during the period that
dischazge occurs.
8. 'Settleable solids analytical procedure" is contained in 40 CFR 434.64. 'fhe method detection limit for measuring
settleable solids under this part shall be 0.4 mf/f.
9. "Thirty (30) day average' means the arithmetic mean of all samples collected during a thirtyconsecutive~ay period.
The permittee shall report the appropriate mean of all self-monitoring sample data collected during the calendaz month
on the Discharge Monitoring Reports. Samples shall not be used for more than one reporting period.
10. 'Total Metals" means Ure concentration of metals determined in an unfiltered sample following vigorous digestion
(Section 4.1.3), or the sum of the concentrations of metals in both the dissolved and suspended fractions, as described in
Manual of Methods for Chemical Analysis of Water and Wastes, U.S. Environmental Protection Agency, March 1979,
or its equivalent
11. "Visual" observation is observing the discharge to check for the presrnce of a visible sheen or floating oil.
12. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in •
25-8-101 et al.
Additional relevant de£mitions are found in the Colorado Water Quality Control Ad, CRS §§ 25-8-101 M sea.. the
Retrulatiotrs Cor the State Discharge Permit System, 5 CCR 1002-2, § 6.1.0 et sett .. and other applicable regulations.
