PART I <br />Page No. 7 <br />Permit No. COG-850000 <br />B. EFFLUENT LIl~IITATIONS AND MONTfORING REQUIREMENTS <br />2. Stormwater Management Plan tSWMPI <br /> <br />A Stormwater Management Plan (SWMP) shall be developed for the portion of each facility covered by this section of <br />the permit. The SWMP shall be prepazed in accordance with good engineering practices. (The plan need not be <br />completed by a registered engineer.) <br />The plan shall identify potential sources of pollution (including sediment) which may reasonably be expected [o affect the <br />quality of stormwazer discharges associated with dte mining operation. In addition, the plan shall describe and ensure <br />the implementation of best managemrnt practices (BMPs) which will be used to reduce the pollutants in stormwater <br />dischazges associated with mining activity. <br />Mining operations must implement the provisions of the SWMP required under this part as a condition of this <br />permit. The Division reserves the right to request and review the plans, and to require additional measures to prevent <br />and control pollution, as needed. <br />The SWMP shall describe all areas that have not been previously permitted, and which meet the definition of a <br />stormwater discharge in 40 CFR 122.26. Examples of such areas are roads and railroad lines used for transportation to <br />and from the site, outslopa of ponds, inactive loadouts, sites used for storage and maintenance of material handling <br />equipment, and areas granted small area exemptions. <br />a) SWMP Contents <br />The SWMP shall include the following items, at a minimum: <br />1) Site Map <br />The plan shall provide a site map or maps which indicate, az a minimum: <br />- Mining site boundaries <br />- Access and haul roads <br />- Stormwater outfalls and an outline of the drainage area of each stormwater outfall <br />- An estimate of the direction of flow <br />- Materials handling areas <br />- Each existing structural control measure to reduce pollutants in stormwazer runoff <br />- Areas used for storage or disposal of overburdrn, materials, soils or waztes, including tailings piles or <br />ponds <br />- Areas used for mineral milling and processing <br />- Springs, streams, wetlands and other surface wazers <br />- 1-acation of mine drainage or any other process wazer discharge points <br />- boundary of area that contributes runoff to outfalls that are subject to effluent limits[ions guidelines. <br />- Date the map was prepazed <br />2) Description of Potential Pollutant Sourcts/Mazerial Inventory <br />L~ <br />The plan shall provide a description of all potential sources (activities and materials) which may reasonably be <br />expected to add pollutants to s[ormwater discharges. Such sources tray include haul roads, equipment srorage <br />and main[enance azeas, fuel storage azeas, e[c. <br />In each case where stormwater pollution potential exists, appropriaze preventive measures must be taken and <br />documented. • <br />
