October 2, 2012 C-1982-057/Seneca II-W Mine JLE <br /> The Operator has installed several surge tanks in the PM-3 and PM-3 A drainage. These structures appeared to be <br /> stable and functional. <br /> The culvert above Pond 015 has been re-installed. <br /> Pond 017 was holding water and not discharging. The pond embankment was stable and the spillway appeared <br /> functional. <br /> Pond 016 was holding water and discharging. The flume was in place and stable. The spillway was stable and <br /> functional. As cited in the Divisions August, 2012 inspection report; a culvert has been installed along the ramp <br /> up to the temporary topsoil stockpile east of Pond 016,through channel PM-2,to facilitate access to the stockpile. <br /> If the Operator intends to retain this culvert beyond the current construction phase, design information must be <br /> submitted. <br /> Pond 006 was holding water and discharging. The pond embankment was stable and vegetated. The spillway <br /> appeared stable and functional. <br /> Drainage 006 -NE1 was walked. Several points along the drainage were incised and some of the erosion matting <br /> is sluffing off. Just below the power line,water is circumventing the channel slightly and eroding into the <br /> reclaimed area. This area will need to be monitored if future maintenance is needed. <br /> ROADS —Rule 4.03, Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.l(4)/4.03.2(4), Suifacing and Maintenance <br /> 4.03.1(5) and(6)/4.03.2(5) and (6), Reclamation 4.03.l(7)/4.03.2(7): <br /> Many of the roads were driven during the inspection. The roads were maintained and functional. <br /> REVEGETATION—Rule 4.15,Vegetative Cover; Timing: <br /> The north and south reclamation areas were viewed from many vantage points throughout the site. These area <br /> appear to be well vegetated and stable,no new major slides or erosion spots were observed. <br /> The Operator has planted new shrubs above Pond 016. Several containerized shrubs were stored near the planting <br /> area and near the shop area. The Division noted several species such as Thin Leaf Alder and Red Alder Berry that <br /> are not currently approved to be planted at the site in accordance with the species listed in Tab 22, Table 22-7 of <br /> the permit. If these species will be planted at the site,the species list will need to be revised in the permit. <br /> A strip of shrubs have been planted above pond 006,these shrubs have been heavily browsed by wildlife. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> The pit ramp slide was observed, overall the slide appeared stable and the two drains appeared functional. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 6 <br />
