Accordingly, a monitoring plan will be developed (if necessary) <br />pending the outcome of the ongoing DOE PEIS process. As shown in Section 7 above, the <br />underlying soil at the location of the JD -5 stockpile is generally impermeable to migration into <br />underlying soils and groundwater. The flat nature of the terrain at the stockpile location and the <br />absence of drainages and streams preclude impact to surface water. The current facilities at the <br />JD -5 are non - discharging and hence there are no requirements for a Colorado Discharge Permit <br />System Permit (CDPS) other than the general Storm Water Discharge Permit requirements which <br />apply to all mining operations in the State of Colorado. <br />13.0 Climate <br />Climatic conditions in the area of the JD -5 are semi -arid. Mean precipitation at Uravan <br />(approximately 10 miles north of the site) was reported during the period of 1961 -1975 at 9.7 <br />inches per year. In 1975 the U.S. Bureau of Land Management conducted evaporation tests at <br />various ranches were on average 6.99 inches /mo. over the period of April through October. <br />Temperature and wind speed distribution information were collected by Gates and Fox in 1979. <br />That information is provided in Tables 1 and 2 below: <br />Table 1- Temperatures Observed at JD -5 in 1979 <br />Environmental Protection Plan -JD -5 <br />11 <br />September, 2012 <br />
