SHELTON, Director 4..
Richard D Lamm
s
Governor
November 14, 1983
Mr. Robert H. Hagen
United States Department of the Interior
Office of Surface "lining
Reclamation and Enforcement
219 Central Avenue N.W.
Albuquerque, New Mexico 87102
RE: Ten-day Notice 83-II-224-8, File i1o. C-017-31
Dear Mr. Hagen:
The '-lined Land Reclamation Division received the above referenced ten-day
notice of October 27, 1933. Because of previous travel commitments, I
was unable to respond within the allotted ten-day period. Jim Herron of
my staff contacted Mr. Gary Fritz on October 31 , 1933 to that effect.
The action the Division plans to take on eacn of the items noted in the
ten-day notice are addressed separately belola.
Item 1
As part of the Coal Basin mining operation, large rock is removed by a
trommel screen at the mine mouth. This rock is stockpiled on each bench,
then transported to the disposal area. From the opening of Mine Tl in
1956 to the enactment of environmental regulations, this waste material
was pushed over the edge of the mine benches. Therefore, the outslope
below the stockpile is composed of trommel screen rock, making it
difficult to discern whether any fresh waste rock has been deposited over
the edge of the mine bench.
At Mine il , there are two active snow avalanche chutes which deposit snow
directly onto the mine bench. During the avalanches and snow removal ,
some waste material may be deposited over the edge of the mine bench.
Due to the quantity of snow removed, it is virtually impossible to avoid
some contamination. In 1982 this was a big problem, resulting in a mud
flow on the south facing outslope and the subsequent issuance of NOV
82-28. Since that time, snow has been pushed over the east facing slope
rather than the south facing slope. This limits the amount of pushing in
the general area of the tromrnel screen rock storage pile. The Division
inspected the new snow pushing area during the 1983 spring snowmelt and
found very little waste in the snow pushed over the edge. Therefore, the
Division feels that no action is necessary on this item.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel. (303) 866-3567
