Pitkin County
September 21, 1993
Chairman, Mined Land Reclamation Board
State Department of Minerals and Geology
1313 Sherman Street
Denver, Colorado 81202
RE: Mid-Continent Resources
Dear Sir,
This is to express the support of the Pitkin County Commissioners
for the revocation of the bond for the Mid-Continent Coal Company.
We understand that this action will allow for the State to
liquidate the real estate which is held in lieu of a cash bond and
to turn that cash towards the reclamation of the Mid-Continent mine
site in Coal Basin. We further support the State' s recent legal
action to expedite reclamation through legal action against Mid-
Continent' s owners. A prompt and thorough cleanup of Coal Basin
is essential to the environmental health of the Roaring Fork Valley
and we support even this harsh action in light of that overriding
concern.
We would also like to express our concern with the slow pace of
reclamation in Coal Basin and to urge you to take whatever other
steps may be appropriate to expedite the reclamation process. One
of those steps may be to petition the Bankruptcy Court, which is
currently managing Mid-Continent' s assets, to release assets or
cash c anede that the slow pac of reclamation poses
mmancs to fund
e a t thinkion. We that
case can b
immediate and significant threat to the residents of the Crystal
River Valley and that any available means of directing company
assets to reclamation should be pursued.
We would also like to let you know that we are prepared to help in
any emergency situation that might arise if that is necessary to
assure that Coal Creek and the Crystal River are protected from
the impacts of unreclaimed Mid-Continent roads, coal spoils piles
or other disturbed areas. Our Road and Bridge Department crews and
equipment will be and contribute that they are to be request.prepared
to
cooperate a such effort at your requ st
Apparently Mid-Continent has obtained a Army Corps of Engineers
Permit to re-route Coal Creek so as to reduce the potential for
undermining a portion of the old coal spoils pile. We support this
work and hope that it will be followed by ongoing efforts to
stabilize and reclaim Coal Basin.
Administration County Commissioners County Attorney Personnel and Finance Transportation
Suite B Suite I Suite F Facilities
530 E.Main,3rd Floor
Aspen, 81611 506 E.Main Street 530 E.Main Street 530 E.Main Street 76 Service Center Road
Aspen,
9 COO 8161 Aspen,CO 81611 Aspen,CO 81611 Aspen,CO 81611 Aspen,CO 81611
920 5150 (303)920-5190 (303)920-5220 (303)920-5390
FAX 920-5198 (303)
printed on recycled paper
