October 2, 2012 C-1981-035/King Coal Mine MLT <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ground conditions at the site continue to be extremely dry. The area received very little <br /> precipitation in the previous month. <br /> King II <br /> • Sediment had been excavated from the East and West Sedimentation Ponds the previous <br /> week. Mr. Bird said they would be replacing the rods in each pond shortly, which are used to <br /> monitor sediment and water levels. He said the spillways for the west pond have discharged <br /> only once, a number of years ago, when the mine experienced a significant storm event. <br /> • Primary and emergency spillways were clear for both ponds, and appeared to be in good <br /> working order. The outlet end of the PVC pipe connecting the two ponds had been cleared <br /> since the last inspection. The end had been broken off, and Mr. Bird said it would be <br /> repaired. <br /> • Vegetation on the pond inslopes and berm tops is sparse this year, due to the dry conditions. <br /> King II <br /> • The King 11 pond has not accumulated a great deal of sediment since its construction. The <br /> sediment has not reached the level which requires its removal. Sediment in the pond appears <br /> to have a high component of coal fines. This pond has never discharged through either <br /> spillway. The pond floor is well vegetated with seeded grasses. <br /> • The inlet culverts and the north corners of the pond were both clear of debris and sediment. <br /> • The operator has recently improved the natural channel downstream of the confluence of the <br /> pond outfall and the east and west clear water diversion ditches. The ditch previously did not <br /> have positive flow away from the discharge area. A shallow"V" ditch was developed, and a <br /> series of straw wattles were placed perpendicular to the flow line for added stabilization. The <br /> gradient of the ditch was checked with an inclinometer, and was found to be 2.0% overall, <br /> from the pond culvert outlet to the end of the grading. Mr. Bird said the ditch would be <br /> seeded later this fall, when the weather is cooler. <br /> • BMP's for the Small Area Exemption at the entrance to King I have been recently repaired. <br /> Filter fabric has been erected on rod frames to filter the flow before it leaves the haul road <br /> surface. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 Page 3 of 4 <br />
