Compliance With Mine Plan NA - Support Facilities Not On-site <br /> N - Other NA - Special Categories Of Mining <br /> NA -Processing Waste N - Topsoil <br /> COMMENTS <br /> On Tuesday, October 2, 2012, a partial inspection was conducted of the King Coal Mine by me, <br /> Marcia Talvitie, of the Division. Three representatives of the Office of Surface Mining (OSM) <br /> also participated in the inspection: Christina Hulsman, Spencer Shumate, and Daniel McKinnon. <br /> This mine was selected by OSM for this year's special focus evaluation topic: Prevention of <br /> Offsite Impacts -Design, Construction, and Maintenance of Sedimentation Ponds. Tom Bird, of <br /> GCC Energy, accompanied us on the inspection. Skies were clear, and the temperature warmed <br /> quickly as the morning progressed. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> • The operator had commenced with removal of the coal mine waste from the portal bench. <br /> No work was occurring at the time of the inspection, but an excavator rented for that purpose <br /> was stationed on site, and more than 90% of the refuse had been removed. Mr. Bird said the <br /> refuse was loaded into trucks, and hauled to the top of the permitted refuse pile for disposal. <br /> The cut slope had been cleanly exposed. <br /> FISH and WILDLIFE—Rule 4.18: <br /> • Mr. Bird pointed out the site of a bobcat den at King L The equipment operator had taken <br /> care not to disturb the den while excavating the refuse material from the portal bench. <br /> • Mine personnel have been seeing bears in the area on a frequent basis.
