STATE OF COLORADO
MINED LAND RECLAMATION DIVISION of cow
Department of Natural Resources
1313 Sherman St., Room 215 10
Denver,CO 80203 * *
303 866-3567 •%s76•
FAX 303 832-8106 —
Roy Romer,
Governor
Fred R Banta,
Division Director
February 26, 1990
Mr. Robert Hagen, Director
Albuquerque Field Office
Office of Surface Mining
Reclamation and Enforcement
625 Silver Avenue, SW, Suite 310
Albuquerque, NM 87102
Re: Coal Basin Mines (Permit No. C-81-017 ) , Ten-Day Notice X-89-02-244-5-TV3
Dear Mr. Hagen:
This letter is a response to the review by your agency's Operations and
Technical Services Branch of the above mentioned Ten-Day Notice. The review
letter was received by the Division on January 29, 1990, and required further
action on Issue No. 1 of the Ten-Day Notice. Specifically, the Division was
directed to either inspect the operator's reclamation on the upper part of the
Old Refuse Pile, or to request a reasonable amount of additional time to
perform such an inspection.
A partial inspection was performed at Coal Basin on February 20 and 21 , 1990,
which coincided in part with a Federal inspection by your office. As
expected, snow cover continues to prevent access to the area in question.
Approximately two feet of snow had fallen the previous weekend, and at least
three to four feet of snow presently covers the site. Since that part of the
old refuse pile faces north at an elevation of 8,200 feet, it is unlikely that
the area will experience melting of the snowpack until at least early May.
Therefore, the Division requests an extension until May 15 , 1990 to perform
the required inspection.
Please let me know as soon as possible of your decision on this matter.
Sincerely,
Michael B. Long
Coal Program Supervisor
MBL/ern
4528F
