MLRD conducted a complete inspection, includinq review of hydrology
and revegetation, on October 30-31, 1984 .
One NOV was issued Mid-Continent, requiring stockpiling of
material, seed and mulching of a disturbed area at the new Sutey
refuse pile.
In November, 1984, adverse weather conditions continued throughout
the month. Snowfall totalled 2111 , and temperatures fell, in the
latter part of the month, to as low as -5. Mid-Continent seeded,
as weather conditions permitted, at those places where seeding was
possible. All of these areas were, in fact, south-facing. In
addition, abatement of the NOV was given priority in the seeding
schedule.
The north-facing tunnel ponds, as noted, were not accessible until
the following spring.
Mid-Continent does not believe, as stated earlier, that spring
is a suitable time for seeding, or offers good hope of vegetative
success.
However, even if spring were a good time for planting, it must be
recognized that seeding of the tunnel pond embankments was not, and
is not yet, practical due to the fact that the ponds are leaking
and further excavation will be required. It seems to us that
seeding in advance of further earth work would make no sense whatever,
as the seeds would simply be lost.
Mid-Continent does intend to seed the tunnel ponds, as required by
the regulations. It is our plan, unless otherwise required by
MLRD, to plant during the fall. The early winter of 1984 was not
normal, and our experience over many years indicates that October
and November seeding does have the best track record at Coal Basin.
