MLRD conducted a complete inspection, includinq review of hydrology <br /> and revegetation, on October 30-31, 1984 . <br /> One NOV was issued Mid-Continent, requiring stockpiling of <br /> material, seed and mulching of a disturbed area at the new Sutey <br /> refuse pile. <br /> In November, 1984, adverse weather conditions continued throughout <br /> the month. Snowfall totalled 2111 , and temperatures fell, in the <br /> latter part of the month, to as low as -5. Mid-Continent seeded, <br /> as weather conditions permitted, at those places where seeding was <br /> possible. All of these areas were, in fact, south-facing. In <br /> addition, abatement of the NOV was given priority in the seeding <br /> schedule. <br /> The north-facing tunnel ponds, as noted, were not accessible until <br /> the following spring. <br /> Mid-Continent does not believe, as stated earlier, that spring <br /> is a suitable time for seeding, or offers good hope of vegetative <br /> success. <br /> However, even if spring were a good time for planting, it must be <br /> recognized that seeding of the tunnel pond embankments was not, and <br /> is not yet, practical due to the fact that the ponds are leaking <br /> and further excavation will be required. It seems to us that <br /> seeding in advance of further earth work would make no sense whatever, <br /> as the seeds would simply be lost. <br /> Mid-Continent does intend to seed the tunnel ponds, as required by <br /> the regulations. It is our plan, unless otherwise required by <br /> MLRD, to plant during the fall. The early winter of 1984 was not <br /> normal, and our experience over many years indicates that October <br /> and November seeding does have the best track record at Coal Basin. <br />
