REPORT PAGE 2 <br /> to extend the pile up into a new area above the existing structure <br /> but in the' meantime, the dozer operator does not have sufficient room <br /> to move the waste away from the beltline drop. As an interim measure <br /> and part of their improvement program, they have out a hollow below <br /> the belt line drop. This is causing water from the top of the pile <br /> to drain back into the low spot instead of being directed off of the <br /> pile as required. The depression under the drop off is not <br /> acceptable. <br /> Several abatement procedures were discussed for this violation. <br /> which would be a part of the-plan being submitted. The 100 year 24 <br /> hour diversion will have to be installed per regulatory requirement . <br /> The waste will have to be moved away from the belt drop without <br /> impounding water . This will more than likely be abated by hauling <br /> the waste away in a front end leader to a selected spat on the pile <br /> for the dozer operator to distribute. The diversion will also <br /> probably be extended along the waste on the east side of the pile. <br /> I issued the State of Colorado ten day notice, # 88-02-244 (TV- <br /> 1 ) , for drainage that is being directed over the outslope of the <br /> fill . As part of a previous abatement action for a state NOV, the <br /> company was permitted by mine plan approval to push snow off of the <br /> top of the waste pile out over the face. In doing soy, pushing the <br /> snow out over the face, causes a buildup of waste and water on the <br /> first terrace. This is saturating the bench and outslope of the fill <br /> because it pools up snowmel t on the slope as the waste drops out on <br /> the terrace as the snow melts. Unless the terrace is cleared on a <br /> daily basis the buildup restricts flaw in the ditch along the <br /> intersection fo the bench and the outslope. In addition, surface <br /> runoff from the top of the fill shall not be directed over the <br /> outslope of the fill . <br /> An effort was made by the company to reestablish the drainage on <br /> the top bench during the inspection. As soon as the problem was <br /> noted, the bulldozer being used for distribution and compaction of <br /> waste was pulled off of the job and the operator- was directed to goy <br /> up through the bench to establish better drainage. He was working on <br /> the the bench as we left the area. I rechecked the area during the <br /> inspection later on in the weed:. It was still questionable as to the <br /> extent of drainage but the State violations addressed the placement <br /> of waste on the pile. <br /> GENERAL COMMENTS <br /> Of the five mines can the property, three of them are temporarily <br /> closed, the number three, four; and five mine, until market <br /> conditions change. The rock tunnel into the number two mine is <br /> connected. This is being used for access. mine dewatering, and coal <br /> haulage which has nearly eliminated the above ground traffic of <br /> employees, haulroads use and other mine discharge points for the <br /> mines. The specialized haul tricks for moving coal from the mine <br /> mouths have been sold and plans are approved for the roads dawn to <br /> the processing area to be decommissioned to i light duty usage. This <br /> entails narrowing the road and reducing the side slopes. The number <br /> Q )one mine road has already been brought back to that standard, more <br /> work is planned for other roads this summer . The coal stockpiles for <br /> the mines on line were about as low as I have ever seen them. <br />
