REPORT PAGE 1 <br /> April 19-22, 1988 <br /> C- 017 -st <br /> Coal Basin mining complex <br /> Mid-Co anti net Resources, Inc . <br /> PO Box 500 <br /> Carbondale, Colorado <br /> Conditions at the mine during the inspection: Overcast most of the <br /> week, with intermittent snow showers and spring runoff from snow <br /> melt <br /> Scott Jones: Mi.dContinent Resources <br /> Candy Thompson: Colorado Mined Land Reclamation <br /> Gary Fritz : OSM #244 <br /> ENFORCEMENT ACTIONS <br /> The State inspector issued two notices of violation during this <br /> inspection. One, number 0-88-021 , was issued for the failure to <br /> maintain light use reads to ensure minimization of erosion. The read <br /> in violation is located along the new section of the beltline from <br /> the rock tunnel to the coal stockpiles for the one and two mines. <br /> Several area drainage violations were noted along the route. In a <br /> couple of places, the drainage control system was not directing <br /> disturbed area water back: under the beltline into culverted catch <br /> areas, which caused it to pool and flow off in an uncontrolled <br /> manner. In other places the disturbed area drainage brake back: off of <br /> the berm can the lower side of the road, causing erosion gullies in <br /> the embankement in several places. An effort was made by the <br /> operator to get a front end leader up into the area to abate the <br /> violation but the mad base was saturated in several places to the <br /> point where it was impassible and it was too steep of a grade. So <br /> they did some temporary work: around the gullies with hand tools to <br /> stop the runoff until the proper drainage could be put in <br /> permanently. <br /> The second violation, number C:-88-022, was written for the failure <br /> to place coal refuse in a controlled manner can the Sutey Waste <br /> disposal area. To abate the violation, the company is required to <br /> install a diversion ditch around the waste pile dawn the conveyor <br /> access road that is sized to handle a 100 year 24 hour event . They <br /> are also supposed to submit a plan to the division within ten ( 10) <br /> days detailing the methods whereby the refuse movement and placement <br /> can be handled in a controlled manner until the extension of the <br /> conveyor can be installed. This violation is addressing two <br /> different areas that are related to the construction of the pile. <br /> The company dial not install a stabilized channel designed for a 100 <br /> yr , 24 hr prcipitation event cuff the fill to safely pass the runoff <br /> from the fill . In addition, the fill placed in the area has reached <br /> or is nearing the design capacity several years in advance of the <br /> projected completiti.on date. Permitting modifications are underway <br />
