DRAFT <br /> Subject To Board Approval <br /> Minutes , November 15 , 1989 PAGE 14 <br /> Participation in the Subsidence Program was discussed. It was noted <br /> that as of November 2, 1989, there were 288 participants in the <br /> Program, with another 26 in the process of being inspected. Staff <br /> noted that, at this time, enrollment in the Program is lower than <br /> anticipated. Initiating different marketing strategies was discussed, <br /> e.g., modification of the inspection/administration fee, modification <br /> of the benefit package and continuing to educate the public, regarding <br /> the problem and the assistance the Programs offers. <br /> Mr. Stevenson stated that an extensive marketing program would need to <br /> be initiated to obtain higher enrollment/interest in the Program. The <br /> Colorado Springs area would be targeted, because of the high subsidence <br /> concern for that area. The Board will be provided with the <br /> information, regarding the cost and manner in which Staff intends to <br /> promote the program. Staff plans to present further, written <br /> information to the Board by the next Board Meeting. <br /> After discussion, the Trustees adjourned this Meeting. <br /> Staff Presentation by Fred Banta: <br /> 28. DISCUSSION ITEM <br /> Senate gill --development of Memorandum of Understanding with Water <br /> Quality Control Commission and the Water Quality Control Division. <br /> The Director presented the Board with copies of SB181 , and informed <br /> them that the Governor requested that the Water Quality Control <br /> Division and the Division within the Departments develop a Memorandum <br /> of Understanding as to how business is conducted between the two <br /> Agencies. The MLRD is considered an Implementing Agency, under the <br /> Bill . The Bill provides that the Water Quality Control Commission set <br /> water quality standards and classifications, but as an Implementing <br /> Agency, MLRD sets points of compliance. <br /> The Division needs to develop a working relationship, i .e., a <br /> Memorandum of Understanding or MOU, with the Water Quality Control <br /> Division. This Department has been meeting with the Water Quality <br /> Control Division, in order to establish a MOU. A final version of that <br /> MOU should be prepared by the end of November. It would be brought <br /> before the MLR Board in December for discussion. <br /> Staff outlined the context of the Agreement and asked the Board for <br /> suggestions and/or comments regarding what should be included in the <br /> MOU. The MOU will describe the roles of this Board, the MLRD, the <br /> Water Quality Control Commission and the Water Quality Control <br /> Division. It would also contain a conflict resolution clause. The <br /> Division, at some point, would report to Water Quality Control , <br /> regarding the implementation of points of compliance criteria. <br />
