Also enclosed are two letters, <br /> one from the Soil Conservation Service and the second from <br /> the U. S. Forest Service. Both show extremely high moisture <br /> on and in the ground (19 to 20 year high) . This high moisture <br /> contributed to slumps and slides in areas previously stable. <br /> In the case of the May 3 incident a small area above our main <br /> diversion ditch slid into the ditch partially blocking the <br /> ditch. The water level rose in the ditch and started perco- <br /> lating thrdugh the upper edge of the ditch. As it had not <br /> breached the ditch this condition was not noticed. The <br /> following steps were immediately taken: <br /> 1. On May 3, 1984 the ditch and slump were cleared and <br /> the discharge stopped. <br /> 2. The entire length of the ditch was increased in <br /> capacity. <br /> 3. The ditch is now inspected on a weekly basis. <br /> We would request at this time to add the name of Douglas W. <br /> Bowman as an alternative registered agent for Mid-Continent <br /> Resources, Inc. at the address below.
