Review reclamation along with Forest Service Study dated February 15, 1991
prepared by Tony Svatos, Forest Soil Scientist and Linda Ulmer, Forest Fisheries
Biologist.
MATERIALS REVIEWED:
Forestry Service Study of MCCB; the Colorado Mine Land Reclamation Division
(MLRD), April 1991, estimated reclamation bond calculation for MCCB and the
Mid Continent Resources, Inc. April 1991, estimated bond calculation for the
MCCB location.
The United States Department of Agriculture Forest Service letter, Form 2720
dated September 16, 1986 with recommendations to Mid-Continent Resources as to
post mining road specifications. Reports of the MCCB consultants
recommendations for mine roads reclamation. The Geo-Hydro Consulting, Inc.
November 30, 1983 report which detailed the road lengths, grades, construction and
recommendations.
The Technical Assistance Division (TAD) used the OSM "Handbook for
Calculation of Reclamation bond Amounts" for this estimate.
DISCUSSION:
The Western Support Center, (WSC) TAD engineers reviewed the available
material, met with the Forest Service personnel during the site visit of June 1991,
and also met with the MLRD personnel responsible for the estimation of the
reclamation bond.
The MLRD 1991 reclamation bond estimate include backfilling costing per the
Forest Service recommendation of September 16, 1986. The February 15, 1991
Forest Service Coal Basin Report recommendations have been included in the
