Please let me know if I can answer any <br /> additional questions. <br /> NOV C-90-049 <br /> Neither of the two ponds cited in the violation exhibited signs of imminent or <br /> past failure in handling surface runoff. The toe embankment of the No. 4 Mine <br /> pond was probably not up to specs (steep outslope ) but, it was relatively <br /> stable. The 3 Mine pond appeared stable and functional . <br /> The problem with these ponds in my estimation , is restricted to the fact that <br /> they were not built as designed. I saw no apparent s tab i 1 i ty or functional <br /> problems. <br /> NOV C-90-050 <br /> The road drainage problems cited on Road C (to the No . 4 Mine) appeared to be <br /> the result of several years of degradation. I do not believe there were any <br /> recent drastic changes in the condition of the ditches or culvert outlets <br /> cited. There has been some very significant erosion in the ditches, <br /> especially at RD-5. <br /> The culvert outlets cited do not appear to be in danger of any immediate <br /> drastic degradation. They have undergone considerable downcutting in the past. <br /> Culvert C-3 (the 8 ' diameter pipe ) is in need of replacement. It is still <br /> capable of functioning to a large extent in its current condition. If a <br /> significant flow were to pass through the culvert, the vast majority would <br /> still flow through the culvert (unless it came apart at one of the <br /> deteriorating seams). The integrity of the structure is in jeopardy, as <br /> evidenced by the deteriorating inlet and outlet ends of the CMP and the piping <br /> at the outlet ena, <br />
