9. Submit to the Division in writing, within 30 days of issuance of this order, an
environmental evaluation of the effects of this incident on Coal Creek, and the
Crystal River below the Coal Creek confluence; include in your report an analysis of
the effects on the stream biota, including fish and macroinvertebrate populations;
include in your report any mitigative measures to reduce the effects on the
receiving stream resulting from the formation of bottom deposits of coal fines in the
stream;
