in accordance with requirements of the Colorado Surface Mining <br /> Reclamation Act, to direct water from areas of surface <br /> disturbance to sediment ponds for treatment, and to prevent <br /> runoff from undisturbed areas entering disturbed areas. <br /> Sediment ponds have been installed to provide water treatment. <br /> Rock material removed from the run-of-mine coal has been <br /> deposited, since 1961, in designated refuse disposal areas. <br /> There are two such areas, known respectively as the "old" <br /> refuse pile, which was used until 1984, and the present <br /> "Sutey" coal refuse disposal area, which is currently in use. <br /> See MaRs 2 A-D - Surface Facilities. <br /> D. Chronology Since 1986 <br /> Since issuance of the last special use permit, in 1986, <br /> occurrences significant to the operation include: <br /> 1987 Rock tunnel completed and on-line. <br /> 1987-1990 Continuous coal production. <br /> 1990 Mine fire. <br /> 1991 Mine idled, production suspended. <br /> Present The mine is being maintained as a <br /> production unit. <br /> VII. PREPARATORY WORK FOR RESUMPTION OF PRODUCTION <br /> Preparation of the mine, and resumption of production, will be <br /> closely regulated by the Mine Safety and Health Administration <br /> (MSHA) . Extensive requirements of MSHA must be satisfied for the <br /> applicant to resume production from the mine. <br /> The present work force at the mine consists of a small skeleton <br /> crew, employed to maintain the underground facilities in the <br /> current idle mode. To prepare the mine and resume production will <br /> require the applicant to hire a qualified workforce. MSHA mandated <br /> training requirements will have to be met. <br /> Safety and operational considerations require that the facilities <br /> and equipment, both surface and underground, must be thoroughly <br /> inspected, and maintenance and repair work done as necessary. As <br /> this involves a great deal of equipment, situated over a large <br /> working area, a substantial commitment of time, personnel and <br /> resources will be required. <br /> Crystal Springs Coal, Inc. 12 Coal Basin Mine <br />
