Dear Candace:
This is in reply to MLRD' s (Jeff Deckler' s) comments
on reclamation cost calculations contained in his memorandum
of October 16 , 1986 on the rock tunnel pad expansion, and in
his letter of October 9 , 1986 on our June 30 and September
16 , 1986 calculations.
Several of the MLRD comments were on items that we
thought we had agreed upon previously, such as cost of
removing conveyor systems, equipment correction factors ,
rock tunnel to preparation plant and preparation plant
backfilling cost calculations , etc. At least they were not
covered in your July 15th letter commenting on my June 30th
calculations submission. Never-the-less, the following are
Mid-Continent' s reply to each of the MLRD conunents.
Rock Tunnel Pad Expansion Reclamation Costs
Referring to Exhibit II-B-App. 3-6 in the Volume 2
maps notebook of the permit application you will see that
the engineer' s estimated fill volume is listed as 9 ,900 cu.
yds. MLRD' s contention that the volume appears to be miscalculated
when considering the area of the cross-sections shown on
that map is correct. Our re-calculations place it at 20 , 000
cu. yds instead of 9, 900 cu. yds .
We do not agree with the MLRD finding that dozer
production should be reduced to 440 of it' s rated work
capacity at that relatively flat and easy-to-work location.
The MLRD recommended dozer production capability would take
a D-8 dozer 22 eight-hour days to push 22 , 000 cu. yds . an
average distance of 400 feet. Contractors who work equipment
here in the mountains utilize turbo charged diesel engines
that perform close to rated capacities at these altitudes .
