Pond 2 and the waste disposal area pond held water below the <br /> discharge level. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11❑ Drainage Control; Surface <br /> Stabilization; Placement: <br /> The reclaimed waste pile appeared to be stable and well vegetated. The diversion ditch above the pile was <br /> stable and in good condition. <br /> ROADS—Rule 4.031] Construction 4.03.l(3)/4.03.2(3)❑ Drainage 4.03.l(4)/4.03.2(4)11 Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and (6)11 Reclamation 4.03.1(7)/4.03.2(7): <br /> The entrance road to the site was in good condition. Ditches were functional and road surfacing was <br /> adequate to prevent excessive dust generation or siltation. Silt fences that were installed when the road was <br /> narrowed to post-mining width were in poor condition,but vegetation and surface manipulation appeared to be <br /> adequate to control erosion and siltation. <br /> REVEGETATION—Rule 4.15❑ Vegetative Cover; Timing: <br /> Vegetation at the West Mine area was in excellent condition,with a good cover of perennial grasses and <br /> forbs and very few weeds. A BLM weed crew was on site looking for star thistle plants;they reported no <br /> observations on this outing or the previous two years. East mine vegetation was also progressing well,with a <br /> considerable amount of saltbush observed on the upper fan bench. <br /> Cheatgrass was observed along the reclaimed portions of the entrance road. The Division suggested that BRL <br /> contact Webb Callicutt of Delta County for information on pre-emergent herbicides to control the cheatgrass. <br /> Three large tamarisk bushes were observed, one below each of ponds 1,2, and 4. The Division suggested to the <br /> operator that Delta County also be consulted on an appropriate method of eradication. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The water treatment and loadout areas were inspected and no problems were noted. <br /> SIGNS AND MARKERS —Rule 4.02: <br /> Mine identification and disturbance area markers were observed throughout the permit area and were in <br /> good condition. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 6 <br />
